I do myself the honor to transmit for the consideration of His Excellency the Governor the inclosed Copy of a letter which I have received from P. B. Walsh, Eyre, H. B. M. Contract Packet Agent at present stationed at Kanagawa in Japan, making an application for Authority for the employment of 2 Coolies at $6 a Month with a view to making his Agency efficient.
